Nurse-Staffing Ratios

RN syringe

The Department of Health Services (DHS) was given a mandate to implement nurse-to-patient staffing ratios by Jan. 1, 2002. DHS contracted with the University of California, Davis, to assist with the development of these ratios. In keeping with the governor's mandate, CHA and ACNL proposed minimum staffing ratios, understanding that valid and reliable patient classification systems would continue to be the standard for determining nurse staffing in hospitals. On Jan.22, 2002, Gov. Davis announced DHS' proposed ratios and said the actual regulations would be issued in the spring. This section provides information on the proposed ratios and recent articles addressing the cost of implementing ratios.
