CHA Public Policy Goals and Advocacy Priorities 2009-2010 |
Operations
Based in Sacramento, CHA is the statewide leader representing the interests
of hospitals and health systems in California.
CHA includes nearly 450 hospital and health system members, and more
than 150 Executive, Associate and Personal members.
CHA, operating in conjunction with three corporate members -- the
Hospital Council of Northern and Central California, Hospital Association
of Southern California, and Hospital Association of San Diego and
Imperial Counties -- has a consolidated membership and dues structure.
Members of these three Regional Associations are automatically members
of CHA.
CHA provides members with state and federal representation and advocacy
in the legislative and regulatory arenas through an agenda designed
to improve access to quality, cost-effective health care services.

Advocacy
Federal
CHA coordinates policies and strategies on health care issues with
the American Hospital Association and other national health care organizations.
CHA provides input on developing federal legislation and regulatory
proposals, and participates in forming national positions on important
health care issues.
State
CHA provides representation and advocacy at the state level by effectively
lobbying the state Legislature, and establishing close working relationships
with state agency officials and regulatory representatives. CHA influences
public policy development through both legislative and regulatory advocacy
efforts.
Local
CHA's state and federal representation and advocacy program is supported
by the grassroots efforts of the three Regional Associations. Regional
activities, such as hosting legislators and meeting with local officials,
are critical to developing and maintaining a unified voice for legislative and regulatory
action.

Vision, Goal & Mission
CHA vision: "An optimally healthy society."
CHA goal: For every Californian to have equitable access to affordable,
safe, high-quality, medically necessary health care. Only through high ideals
and practical, progressive steps can the health status of Californians
be improved. This challenge must be shared by all stakeholders, including
individuals, employers, health care providers, payers and government.
CHA mission: Through effective leadership and member participation,
CHA seeks to develop consensus, establish public policy priorities, and represent
and serve hospitals and health systems.
In concert with its member organizations, CHA is committed to establishing
and maintaining a financial and regulatory environment within which
hospitals can continue to provide high-quality patient care.
