Representation & Advocacy

  • Represents the interests of hospitals, health systems and other health care providers before the California Legislature and United States Congress.

  • Monitors the development and implementation of state and federal regulations; and prepares testimony and comments on issues affecting hospitals, health systems and other health care providers.

  • Sponsors the California Hospital Association Political Action Committee (CHPAC) and CHPAC-Federal, which raise funds for local, state and federal candidates who support responsible health care policies.

  • Sponsors the annual California Congressional Action Program in Washington, D.C., and Health Policy Legislative Day in Sacramento.

Policy Analysis & Legal Services

  • Publishes member advisories and memoranda on significant policy, management and operational issues.

  • Provides information on legal issues, and interprets statutory and regulatory requirements.

  • Pursues appropriate legal action to protect member interests and coordinates statewide litigation activities.

  • Distributes legal memoranda, opinions, and legislative and regulatory updates to assist members in the implementation of statutory and regulatory changes.

Specialty Centers & Related Organizations

  • Has specialty centers and related organizations with dedicated staff to serve the unique needs of certain health care interests:


    • Rural Healthcare Center serves small and rural hospitals in California, and represents their interests on legislative and regulatory policies.

    • Hospital Services for Continuing Care represents hospital-sponsored distinct-part and freestanding facilities, and advocates for these facilities on legislative and regulatory issues.

    • Center for Behavioral Health focuses on legislation, policy and advocacy on behalf of freestanding psyciatric and chemical-dependency hospitals, and general acute-care units.

     

    • Center for Hospital Medical Executives advises the CHA Board of Trustees on public policies and other matters related to medical and medical staff issues affecting hospitals and health systems.
    • Center for Medical Rehabilitation Services represents hospital-based medical rehabilitation programs, including freestanding rehabilitation hospitals, hospital-based units and inpatient and outpatient rehabilitation services, and provides membership support and legislative and regulatory advocacy.

    • Governance Forum promotes opportunities for hospital and health system trustee involvement in policy formulation, political and legislative activities, and educational programs.

    • California Health Foundation and Trust sponsors and supports health care, research and education by seeking grants. It houses the California Telemedicine and eHealth and the California Coalition for Compassionate Care.

Publications, Memoranda & Alerts

  • Publishes CHA News each week to keep members up to date on key policy issues, legislation, regulation, legal developments, association activities and educational programs.

  • Publishes numerous advisories, memoranda and legislative alerts, which contain analysis, direction and advice on health policy, legislative, legal and administrative issues.

  • Publishes an annual Report on Legislation, summarizing all health care-related bills enacted during the previous legislative year; and, in coordination with the Regional Associations, an annual Membership Directory of California hospitals and health systems.

Board & Committee Participation

  • Carries out CHA mission through the work of 36-member board of trustees representing hospitals, health systems, physician groups, trustees and volunteers. Members have the opportunity to contribute to the development of public policy positions by participating on the CHA Board, and on several statewide and regional committees and task forces.
